Don (WETDRM) is taking the course now. He can tell you the deal with it...I guess in order to take the test it is required to take the course and have three months apprenticeship under a licensed appraiser. He can give you more information.

well UMD has one of the best engineering programs in the east coast, but thats because they make you work for it.if your not at the top of all your classes they boot you out. if you get a C average, your out. if your not in the top 70% at the end of each semester, your out. but once you get over that fear factor..its great! the campus is awesome, classes are small, and they have all the badass equiptment you could ever need to learn with. i love it there!

When i went, it was something like 2 hours classtime, and 4-6 hours of lab/hands-on tech. I went to Wentworth though. I'm sure other schools have different paths.
Little peice of advice, while in school, study and plan to take your EIT test soon after you graduate. Most of the material covered is pretty much covered in your college courses, so take it while it's fresh. Then, you can concentrate on your PE after getting a few years of experience. It's easier to get it soon after school because when you start working you tend to specialize in your field and forgets tons of equations for stuff you just don't deal with. I've lost all my inertia and moment knowledge just because I work mainly in pressure vessels. You may not need it out the door of college, but when you are in your 30's and 40's and want to start contracting...you'll need it. Some guys in my firm contract at $50K per 6 month contract...and work 2 DAYS a week! (he's a plumber the other 3 days)
I'm actually looking into Grad school at NU in the not so distant future. Should be fun. :(
PS: Learn Solidworks or Pro-E
