Temp Gauge Problems

So the temp gauge in my 95 mustang is not working. The car is not over heating however, the fan is working fine. So first I put a new temp switch in the car. This had no affect. So I took a gauge cluster out of a parts car that runs and I know the gauge worked in that car. I swapped out the clusters and still no temp gauge. There is power going to the gauge, but no signal. Could the little box that controls the fan also have some kind of control over the gauge. If I hook up and aftermarket autometer gauge to the temp sender I get a reading. Anyone have any suggestions. I am thinking of pulling the fan control box out of the parts car and swapping it with mine to see if this will help.
