I think its a good thing to some degree. The Yankees are well known to pay ridiculous salaries like A-Rod's for someone they want. By regulating it to some degree it keeps sports fair and competitive. This will make it more exciting and maybe keep people tuning in.
Look at how huge Nascar is. They can't do what they want to the car and go race it. They have guidelines too.
